[ MIAA ADMINISTRATIVE ORDER NO. 2, April 05, 1993 ]

ESTABLISHING NO PARKING AREA-TOW AWAY ZONE



WHEREAS, the traffic congestion at the Ninoy Aquino International Airport has been the perennial problem of the MIA Authority;

WHEREAS, the lack of discipline on the part of vehicle owners and drivers and their seeming boldness in violating traffic rules and regulations such as illegal parking have caused the constant clogging of the roadways to and from the airport which ultimately result into traffic snarls and inconvenience to the travelling public;

WHEREAS, the proliferation of vehicles parked at "no parking areas" such as the curbside, the oval and the like has already reached an alarming point where it already constitutes security risks to the NAIA;

WHEREAS, the Board of MIA Authority in its resolution, gave full authority to the General Manager to draw up measures to remedy the situation and further empowered him to impose sanction for its effective implementation.

NOW, THEREFORE, I, GUILLERMO G. CUNANAN, General Manager of the NAIA, MIA Authority, pursuant to the authority vested upon me by virtue of Board Resolution No. 90-13, Series of 1990, do hereby promulgate the following rules:

1.         The following areas are hereby declared NO PARKING AREA TOW-AWAY ZONE:
  1. International Passenger Terminal Circular Road (Oval)

  2. Lifting Station Road

  3. Arrival Curbside

  4. Departure Curbside

  5. Cargo Road (To and From Old MIA)

  6. Domestic Road (Fronting Terminal 1 and 2)
2.         Airport Police Department, Traffic Control Unit is hereby directed and tasked to implement MIAA's "No Parking Rule."  The Traffic Control Unit shall tow-away illegally parked vehicles to be brought to the Police Barracks Compound located at the Nayon ng Kabataan Road, Ninoy Aquino Avenue, Pasay City.

The Engineering Department shall prepare and install the No Parking/Tow-Away Zone signs in coordination with the Traffic Control Unit.  These signs shall be of significant size and visible enough for the drivers to see and understand what is indicated therein.

4.         For towing services, the owner/driver shall pay towage fee as follows:

a. Tricycles and motorbikes
P100.00
b. Automobiles and jeepneys
300.00
c. Bus, delivery vans, trucks and the like
500.00

5.         The owner/driver can redeem the towed vehicle only upon payment of the said fee and upon presentment of documents sufficient to prove ownership or lawful possession of the towed vehicle.

6.         The MIA Authority shall in no way be liable for any damages or loss resulting from the towage on account of the violation of the traffic rule.

7.         This Administrative Order shall take effect after fifteen days from application.
