LIFTING THE TEMPORARY BAN ON THE IMPORTATION OF MEAT AND BONE MEAL FROM CANADA
WHEREAS, during the 77th General Session of the Office International des Epizooties (OIE) adopted Resolution XVIII, recognizing Canada as one of the member countries to be Bovine Spongiform Encephalopathy (BSE) controlled risk in accordance with Chapter 11.6 of the Terrestrial Code;
WHEREAS, the Canadian federal government changed the existing framework of the 1997 Feed Ban to new regulations prohibit Specified Risk Materials (SRM) from being used in all livestock, pet food and fertilizers and are intended to eliminate 99.9% of the BSE infectivity from entering the feed system last July 12, 2007;
WHEREAS, the Compliance Verification System (CVS) is a regulatory based Canadian Food Inspection Agency (CFIA) inspection program to initiate efficient and uniform approach to verifying an establishment’s compliance to regulations;
WHEREAS, the Rendering Facility Operators ensure all rendered products comply with applicable legislation and provide assistance to CFIA inspectors while they carry out their inspection duties under the Feeds Regulations and the Health of Animal Regulations;
WHEREAS, the ruminant meat and bone meal (MBM) and other inedible products are regulated and verified by the CFIA for compliance with BSE – related regulations and chemical residue tolerances;
WHEREAS, the rendering industry uses internal controls to maintain biosecurity and ensure that the finished products are safe and in compliance with all regulations and tolerrances;
WHEREAS, Canada currently exports SRM removed MBM (bovine) to Indonesia; poultry MBM to Indonesia, Vietnam, USA; feather meal to Vietnam blood meal to Brazil, Chile, China, Korea, Mexico, Peru, Ukraine, USA, Vietnam; and rendered fats to Columbia, Egypt, European Community, Japan, Mexico, Peru, Russia, USA.
NOW, THEREFORE, I, PROCESO J. ALCALA, Secretary of Agriculture, by the powers vested in me by law, do hereby lift the temporary ban on the importation of MBM and allow the importation of MBM and other processed animal proteins from Canada.
All import transactions of the above products shall be in accordance with the existing rules and regulations of the Department of Agriculture and the Bureau of Animal Industry.
All orders, rules and regulations or parts thereof, which are inconsistent with the provisions of this order, are hereby repealed or amended accordingly.
This ORDER shall take effect immediately.
