[ LTO MEMORANDUM CIRCULAR NO. 658-2005, October 21, 2005 ]
ISSUANCE OF VALIDATION STICKERS FOR MOTOR VEHICLES WITH PROTOCOL PLATE ASSIGNMENT
Effective immediately and in order to avoid the use of fake and unofficial protocol plates issued to high ranking officials pursuant to Executive Order No. 400 dated January 18, 2005, and to support the law enforcement activities of the government, motor vehicles used by said officials with protocol plates assignment, shall be issued Protocol Validation Stickers and Plate Year Tags.
The amount of one hundred sixty two pesos (162.00) covering the cost of sticker, LRF and computer fee, shall be paid by the respective owners of subject motor vehicles at the LTO Diliman District Office. The Official Receipt (OR), shall serve as basis by the Diliman District Office, to issue protocol stickers.
