APPLICATION OF CERTIFICATE OF CONFORMITY (COC) AND CERTIFICATE OF COMPLIANCE TO EMISSION STANDARD (CCES)



All are enjoined to observe the correct application/use of the Certificate of Conformity (COC) and the Certificate of Compliance to Emission Standard (CCES).

Certificate of Conformity (COC)

A COC is issued by the Department of Environment and Natural Resources (DENR through the Environmental Management Bureau to a motor vehicle manufacturer, assembly or importer certifying that a motor vehicle type complies with the numerical emission standards, using the relevant ECE test procedures or their equivalent as approved by the DENR.

It is a mandatory requirement prior to the initial registration of new motor vehicle The term "new motor vehicle" is defined in the law as a vehicle constructed entirely from new parts that has never been sold or registered with the Land Transportation Office or with the appropriate agency or authority, and operated on the highways of the Philippines, any foreign state or country. Thus, COC covers all new motor vehicles that are:
  1. designed and manufactured in the Philippines using brand new engines and spare parts;

  2. assembled in the Philippines using original and brand new parts and components imported into the country completely knocked down (CKD); or

  3. completely built up (CBU) imported into the country.
Certificate of Compliance to Emission Standard (CCES)

A CCES is issued by the Department of Transportation and Communications, through the LTO regional offices, to a rebuilt or second-hand/used imported motor vehicles for initial registration and to a pre-registered vehicle retrofitted with second-hand engine for renewal of registration certifying its compliance to the emission standards.

A CCES is valid only for sixty (60) days or until the pre-requisite, Certificate of Emission Compliance (in the case of the private emission testing center) or the MVIR in the case of MVIS, remain valid or whichever date of expiration comes first.

CCES does not, however, cover the used imported motor vehicles prohibited under Executive Order No. 156, which states that:
The importation into the country, inclusive of the Freeport, of ail types of used motor vehicles is prohibited, except for the following:

1. A motor vehicle that is owned and for the personal use of a returning resident or immigrant and covered by an authority to import under the No-Dollar Importation Program. Such vehicles cannot be resold for at least three (3) years;

2. A motor vehicle for the use of an official of the Diplomatic Corps and authorized to be imported by the Department of Foreign Affairs;

3. Trucks (excluding pick-up trucks) and buses with a gross vehicle weight (GVW) of not less than 2.5 tons. Provided, however, that such motor vehicles with GVW between 2.5 and 12 tons are covered by an authority to import issued by the Department of Trade and Industry (DTI); and

4 Special purpose motor vehicles, which are eligible for registration under 4136 such as fire trucks, ambulances, funeral hearses, etc.
