[ NDA RESOLUTION NO. 380, SERIES OF 2005, December 01, 2005 ]
CHARGE FEES FOR SERVICES RENDERED AT THE NDA LABORATORY
WHEREAS, during the 20th NDA Board meeting held on 20 January 2005 at DA-ITCAP Conference Room in Diliman, Quezon City, a list of service packages was discussed in line with the proposed rationalization plan (Annex “A”*) which called for the imposition of service fees that would somehow address part of the budgetary requirements of the NDA;
WHEREAS, during the next Board meeting held on October 25, 2005 at Shahani-Acosta Conference Room of NDA, the proposed NDA Service Packages and Fees were again presented to the Board for approval but the corresponding fees were found to be not very specific enough to merit favorable consideration by the Board; approval of the said proposal was, therefore, deferred;
WHEREAS, the NDA management recognizes that the laboratory services have been identified as one of the services that can be implemented ahead of the others considering that the NDA laboratory is already operational and the process for BFAD recognition/accreditation has been completed for the Milk Lab component;
WHEREAS, in order for the laboratory to continue its functions in providing services to the farmer/coop clients, the need for the NDA to impose fees for services rendered was discussed and deliberated on with the members of the Fresh Milk Board during a series of meetings conducted with them;
WHEREAS, after a series of deliberation, the NDA management seeks authority from the NDA Board to set laboratory services and fees as provided in Annexes “B”* and “C”*;
WHEREAS, the setting of the laboratory services and fees by the Board is a requirement for the filing and publication of the laboratory services and fees at the UP Law Center – Office of the National Administrative Register;
NOW, THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, that the NDA be allowed to charge fees for services rendered at the NDA laboratory in accordance with the schedules shown in Annexes “B” and “C”;
