TERMINATING THE ACTIVITY OF NMIS IN ACCREDITING CONTRACTORS FOR
SLAUGHTERHOUSE FACILITIES AND FABRICATORS OF SLAUGHTERHOUSE EQUIPMENT



WHEREAS, a Japanese-assisted project called “Abattoir Development Program” otherwise known as “KR2” was designed to strengthen the implementation of the Medium Term Agricultural Plan through the establishment and upgrading of selected slaughterhouses in the country;

WHEREAS, after the initial implementation of the Abattoir Development Pro- gram, it was noted that a sizeable number of slaughterhouse projects cannot meet the accreditation standards of the NMIC;

WHEREAS, the failure to satisfy the accreditation of standards was partly attributed to non-familiarity of the winning contractors and fabricators to the special requirements of slaughterhouse construction and equipment fabrication;

WHEREAS, Memorandum Circular No. 2 dated July 30, 2001, prescribing the accreditation of contractors for slaughterhouse facilities and fabricators of slaughterhouse equipment was issued to facilitate the program implementation;

WHEREAS, the above-mentioned program is in its terminal phase of project implementation and its funding assistance has been fully utilized;

NOW, THEREFORE, for and in consideration of the foregoing premises, I, Domingo F. Panganiban, Secretary of Agriculture, do hereby issue this Order, terminating the NMIS activity of accrediting Abattoir Contractors for slaughterhouse facilities and Fabricators for slaughterhouse equipment and thereby direct the NMIS to immediately implement the same.
