POLICY ON UNPAID ENTRIES INTO THE PRIMARY ENTRY BOOKS OF REGISTRY OF DEEDS



Pursuant to observations and reports that there are entries made into the Primary Entry Books of Registries of Deeds where the payment of the assessed fees are not paid immediately, and considering that without payment of the assessed fees, these transactions shall not be processed by the Registries of Deeds, it is informed that effective immediately, LRA shall adopt and implement the following policies:

1.  Entries made into the Primary Entry Books of the Registries of Deeds (Electronic Primary Entry Books for the Registries of Deeds using the Computerized System) where the payment of assessed fees are not paid within (5) business days shall be considered as null and void entries; and

2.  For Registries of Deeds using the Computerized System:

a.  Such entries shall be automatically-voided by the Computerized System, after this 5-day period; and
b. The following shall be indicated as the reason for voiding such entry numbers:

“This Electronic Primary Entry Book Number has been voided due to non-payment of the assessed fees within the mandated period.”

This Circular shall take effect immediately after its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the University of the Philippines Law Center.
