(NAR) VOL. 6 NO. 3 / JULY - SEPTEMBER 1995

[ MTRCB MEMORANDUM CIRCULAR NO. 009-93, May 21, 1993 ]

RESPONSIBILITIES UNDER PRESIDENTIAL DECREE 1986 AND THE MTRCB RULES AND REGULATIONS

Listed below are your responsibilities as film exhibitors:

1. You shall exhibit only motion pictures covered by appropriate BOARD permit.

2. Theater owners and managers shall prominently display a copy of the permit to exhibit in front of the ticket booth and maintain a three feet high standee in the lobby announcing the BOARD's classification of the film.

In the case of two (2) films presented as double features, the more restrictive classification shall govern the announcement and the admission into the theaters. For example, when an "R-18-For Adults Only" movie film is doubled with a General Patronage movie film, the standee shall be "R-18-For Adults Only" and admission to the theater is limited only to adults.

3. Please observe strictly the age classification of the movies showing in your theater.

General Patronage (GP) means open to all ages.

Parental Guidance Open (PG) means persons below 14 years of age must be accompanied by an adult.

Parental Guidance 15 (PG-15) means only persons 15 years of age and above can see the movie. Children below 15 should not be allowed inside the theater even if accompanied by an adult.

Restricted - For Adults Only (R-18) means for persons 18 years of age and above only.

4. Theater owners or managers are responsible for publicity materials like still photos, posters and billboards set up in the theater premises. All of these publicity materials must be General Patronage - fit for all ages. This means that they must be safe to be seen even by children. Therefore, there must be no sex or violence in these materials. Use your good judgment. You must not display any objectionable materials even if given to you by the movie production company.

5. In the exhibition of films, see to it that there is no nudity, double breast exposure, explicit sex acts and bloody scenes of violence, torture scenes, flying mangled bodies and the like. These are all prohibited by law even in "For Adults Only" movies. You will be held responsible for such a violation.

We seek and expect your compliance with the law. In case of doubt, we are ready to assist you. Just call my office at tel. nos. 721-08-81 to 83 local 10. Please be reminded that violators shall be dealt with the full force of the law.

For strict compliance.
