[ MMDA RESOLUTION NO. 11-02, February 17, 2011 ]

STRICTLY IMPLEMENTING VEHICLE TAGGING BY PAINTING THE LICENSE PLATE NUMBER ON THE ROOF, FRONT, BACK AND TWO SIDES OF ALL REGISTERED AND FRANCHISED PUBLIC UTILITY VEHICLES (PUVS) PLYING ALONG MAJOR AND SECONDARY THOROUGHFARES OF METRO MANILA PURSUANT TO MMDA RESOLUTION NO. 02-27, SERIES OF 2002 AND SECTION 7 (D) OF RA 7924



WHEREAS, the Department of Transportation and Communications (DOTC) will donate one thousand (1,000) sets of closed circuit television (CCTVs) cameras to the Metropolitan Manila Development Authority (MMDA) to be installed in strategic areas in Metropolitan Manila;

WHEREAS, the CCTVs presently installed by the MMDA together with the DOTC donated CCTVs will help the authorities identify vehicles involved in traffic violations, vehicular accidents and out of line and colorum vehicles plying along Metro Manila’s thoroughfares;

WHEREAS, it will be easier to recognize thru CCTVs, public utility vehicles involved in traffic violations and accidents if the plate numbers are marked on the roofs and all sides of said vehicles;

WHEREAS, on July 25, 2002, the Metro Manila Council passed MMDA Resolution No. 02-27, Series of 2002, entitled “Authorizing the MMDA Chairman to Implement Vehicle Tagging by Painting the License Plate Number on the Roof of All Registered and Franchised Public Utility Vehicles (PUVs) Plying Along Major and Secondary Thoroughfares of Metro Manila,” the very purpose of which is to identify vehicles involved in violation of traffic laws and accidents especially during rush hours and to easily identify out of route/colorum vehicles operating along the major and secondary thoroughfares of Metropolitan Manila;

WHEREAS, it has been observed that most of the PUVs are not yet tagged despite the issuance of the aforesaid Resolution.

WHEREAS, the Metro Manila Council, after due deliberation in session duly assembled realized the need to strictly implement vehicle tagging by painting the license plate number on the roof, front, back and two sides of all registered and franchised public utility vehicles (PUVs) plying along major and secondary thoroughfares of Metro Manila.

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Sec. 6 of RA 7924, that the council hereby authorizes the Chairman of MMDA to strictly implement vehicle tagging by painting the license plate number on the roof, front, back and two sides of all registered and franchised public utility vehicles (PUVs) plying along major and secondary thoroughfares of Metro Manila pursuant to MMDA Resolution No. 02-27, Series of 2002 and Section 7 (b) of RA 7924.

RESOLVED FURTHER, that owners/operators of public utility vehicles (PUVs) are hereby given a period of three (3) months from the effectivity of this resolution to tag or mark by painting the license plate number on the roof, front, back and two sides of their registered and duly franchised vehicles plying in all thoroughfares of Metro Manila. Failure to comply hereof shall totally ban the operation of the vehicle in Metro Manila and the MMDA shall recommend to the Land Transportation Franchising and Regulatory Board (LTFRB) appropriate sanctions including but not limited to cancellation of franchise.

RESOLVED FURTHERMORE, that Public Utility Vehicles (PUVs) shall mean public utility buses, public utility jitneys, taxis, FX, school buses, tourist buses, shuttle buses, cargo trucks for hire and other duly franchised vehicles operating in Metro Manila including Provincial PUVs using the major and secondary thoroughfares of Metro Manila.

RESOLVED FINALLY, that the Local Government Units (LGUs) of Metro Manila, MMDA, LTFRB and Land Transportation Office (LTO) shall supervise the implementation of this Resolution. The Traffic Discipline Office (TDO-MMDA), shall issue the necessary guidelines for this purpose.

This Resolution shall take effect upon approval.
