GUIDELINES ON THE IMPLEMENTATION OF MORATORIUM ON THE PROCESSING OF RENEWAL OF ACCREDITATION OF INSTITUTIONAL HEALTH CARE PROVIDERS (IHCP'S)



The Corporation is continuously evolving into a more progressive intermediary in the provision of quality healthcare services among its stakeholders. PhilHealth Board Resolution No. 1071, s. 2007 states that it shall enforce measures to systematically improve the delivery of quality health care through the process of accreditation, hence, this one (1) year moratorium on the process of renewal of accreditation of IHCP's with the following objective, to wit;

OBJECTIVE

To enable the corporation to modify its existing accreditation processes and influence healthcare providers to render better quality service to PhilHealth members with satisfactory if not excellent outcome.

GUIDELINES

1. The Moratorium will be from May 1,2008-April 30, 2009.

2. All institutions applying for renewal of accreditation for CY 2007-2008 shall still undergo the regular accreditation process.

3. IHCP's applying for renewal of accreditation for CY 2008-2009 within the filing period as distinctively prescribed in each regional cluster, will be granted automatic renewal of accreditation upon submission of the following to the PhilHeaith Regional Offices (PRO's):
3.1 Duly signed and notarized application form

3.2 Applicable DOH licenses for the current year - for hospitals, Ambulatory Surgical Clinics (ASCs), and Free Standing Dialysis Clinics (FSDCs) only.

Note: Hospitals and ASCs from regions VII, VIII, IX, X, XI, XII, CAR, CARAGA, and ARMM shall submit the CY 2007 licenses. The DOH license for 2008 is to be submitted once available.

3.3 Payment of Accreditation Fee.
4. IHCP's applying for renewal of accreditation for CY 2008-2009 shall follow the prescribe filing period as shown below

5. There shall be no pre-accreditation inspection for all IHCP's included in the moratorium.

6. The PRO'S shall furnish the Accreditation Department the recommended list of IHCP's for approval of the Accreditation Committee.

7. A certificate of accreditation of IHCP's shall be provided,

8. Al! hospitals and ASCs in regions VII, VIII, IX, X, XI, XII, CARAGA, ARMM & CAR shall be given an extension until Aprii 15, 2008 in the filing of applications for the renewal of accreditation, considering that the regular prescribed compliance period for said regions has ended on January 31, 2008.

9. Institutions such as the OPB Providers, Maternity Care Clinics, TB-DOTC Clinics and FSDC's applying for the renewal of accreditation on or before December 15, 2007 for CY 2007-2008 shall undergo the regular accreditation process.

10. All IHCP's applying for initial and re-accreditation including institutions that failed to submit application for the renewal of accreditation within the prescribed filing period, shall be subjected to the regular accreditation process, hence, shall not be included in the moratorium. They shall be required to submit the notarized application form together with all the requirements in the checklist and accreditation fee for initial and/or re-accreditation and shall undergo pre-accreditation inspection,

11. All professionals for accreditation are not covered in the said moratorium.
