GUIDELINES TO RESPONDING TO EMERGENCIES



Pursuant to RA 7925, Executive Order (EO) No. 546 series of 1979, and in order to immediately respond to calamities and other emergencies, the National Telecommunications Commission (NTC, for brevity) hereby promulgates the following guidelines:

  1. Public telecommunications entities (PTEs) shall ensure that their respective networks and facilities are compliant with the National Building Code of the Philippines (NBCP) and with the National Structural Code of the Philippines (NSCP). They shall also ensure that sufficient numbers of standby generators are available that can be used in case of power outages of at least twenty four (24) hours from the time of the power outage.

  2. PTEs shall ensure that sufficient number of technical and support personnel are available during earthquakes, storms and other natural calamities.

  3. PTEs shall coordinate with and submit report to the NTC Bayanihan Center on the status of their respective networks and facilities. The report shall be submitted every two (2) hours from the time of the calamity or emergency until the calamity or emergency is declared over by the National Disaster Risk Reduction and Management Council (NDRRMC).

  4. This Order shall take effect fifteen (15) days after publication in a newspaper of general circulation and three (3) certified true copies are furnished the UP Law Center.
