(NAR) VOL. 22 NO. 2, APRIL - JUNE 2011

[ PHILRACOM RESOLUTION NO. 08-11 S. 2011, March 30, 2011 ]

AMENDING PR 64, (C) OF THE RULES AND REGULATIONS ON HORSE RACING



WHEREAS PR 64 (c), Chapter 6 of the Rules and Regulations on Horse Racing provides that “x x x horses must be registered with the Stud Book Division of the PHILRACOM and with an updated registration from the Regulation and Licensing Division Moreover, it should not be gelded prior to its first run. x x x”;

WHEREAS, there were cases in the past when island-born and local horses, due to physical/medical reasons, had to be gelded even prior to their first run;

WHEREAS, strict adherence to the aforementioned provision (PR 64) would kill the racing life of even promising race horses, thus decreasing the number of prospective racing horses as well as depleting the expected revenues from the races;

WHEREAS, increasing the number of active race horses that would necessarily result in added revenues for the government is of paramount consideration to the Commission, hence, the need to amend the aforementioned provision (PR 64, ( c ) ) of the Rules and Regulations on Horse Racing;

NOW THEREFORE , the Philracom resolves, as it has hereby resolved, that PR 64, ( c ) of the Rules and Regulations on Horse Racing be amended to read “ x x x Island- born and local horses that are gelded even prior to its first run are now allowed to participate in Novato Barrier Trial. x x x”.

RESOLVED FURTHER, that copies of this Resolution be furnished the Racing Managers of the PRCI and MJCI, Horseowners, Horsetrainers, the Jockey’s Associations and other concerned persons, group or entities.

RESOLVED FINALLY, that this Resolution be furnished the UP Law Center for recording and publication.
