[ PHILRACOM RESOLUTION NO. 09-11 S. 2011, April 14, 2011 ]

PENALIZING A JOCKEY WHO WOULD SIGN MORE THAN ONE (1) DECLARATION IN THE SAME STAKES RACE



WHEREAS, the Philippine Racing Commission  (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, consistent with the said mandate, the Philracom has the power to impose discipline on licensees such as jockeys, trainers, grooms and others;

WHEREAS, there were incidents in the past where a jockey signed two (2) declaration sheets for two (2) different horses in one Stakes Race which, obviously, were prejudicial to the horse owners in particular and the races in general;

WHEREAS, the aforesaid practice of some jockeys should not be allowed and must be penalized with fine equivalent top the nomination fee and barred from riding in that Stakes Race;

NOW THEREFORE, the Philracom resolves, as it has hereby resolved, that a jockey who would sign more than one (1) declaration in the same stakes race should be penalized with fine equivalent to the nomination fee and barred from riding in that Stakes Race;

RESOLVED FINALLY, that this resolution be published in the Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
