[ PHILRACOM RESOLUTION NO. 11-11 S. 2011, June 08, 2011 ]
PENALIZING JOCKEYS WHO AREW FOUND TO ACT AS PANELISTS/TIPSTERS DURING A RACEMEET WHERE THEY ARE TO PARTICIPATE AS WELL AS THE RACING CLUBS WHO HIRE THEM
WHEREAS, the PHILRACOM recognizes the existence of panelists who give tips, background of horses and other information that said the betting public;
WHEREAS, the said panelists, some of whom are jockeys, give tips that help bettors in placing their bets;
WHEREAS, under the rules, the Philracom allows jockeys to be in a panel only if they do not have any ride during the day that they act as such, otherwise, conflict of interest prejudicial to racing would result;
WHEREAS, the corresponding penalty for jockeys who violate the aforesaid rule as well as the Racing Clubs which hire the services of the jockeys for the purpose should be imposed;
NOW THEREFORE, the Philracom Board of Commissioners resolves, as it has hereby resolved, that jockeys who are found to act as panelists/tipsters during a racemeet where they are to participate as well as the Racing Clubs who hire the services of the said jockeys shall be penalized accordingly as may be determined by the Philracom Board of Commissioners;
RESOLVED FURTHER, that this Resolution be published for the proper guidance of those concerned.
