[ PRC PROFESSIONAL REGULATORY BOARD OF GUIDANCE AND COUNSELING RESOLUTION NO. 01, S. 2011, February 09, 2011 ]
REQUIRING REGISTERED AND LICENSED GUIDANCE COUNSELORS TO SUBMIT THEIR VALID CERTIFICATES OF PHILIPPINE GUIDANCE AND COUNSELING ASSOCIATION, INC, (PGCA) MEMBERSHIP AND OFFICIAL PAYMENT RECEIPTS FOR ANNUAL/LIFETIME MEMBERSHIPS DUES AS A PREREQUISITE FOR THE ISSUANCE OF THEIR CERTIFICATES OF REGISTRATION AND PROFESSIONAL IDENTIFICATION CARDS (PIC) AS GUIDANCE COUNSELORS OR FOR RENEWAL OF THE FOREGOING CARD
WHEREAS, Sec. 21, Integration of Guidance Counselors, Art. III of R.A. No. 9258, known as “Guidance and Counseling Act of 2004,” states to wit:
WHEREAS, pursuant to Board Res. No. 04, Series of 2009, and Sec. 21, Rule III of Board Res. No. 2, Series of 2007, known as the “Rules and Regulations of the ‘Guidance and Counseling Act of 2004”, the Professional Regulatory Board of Guidance and Counseling, subject to approval by the Commission, accredited the Philippine Guidance and Counseling Association, Inc. (PGCA) as the one and only integrated and accredited national professional organization of Guidance Counselors;
WHEREAS, there is a need to bind all registered and licensed guidance counselors who are automatic members of the PGCA under the law and the Implementing Rules and Regulations (IRR) thereof to register with the PGCA as members thereof; and
WHEREAS, the submission of Certificate of PGCA Membership together with the Official Receipt of the membership fees and annual dues before the issuance of Certificate of Registration and Professional Identification Card or the renewal of the foregoing card will address the eventual membership with the PGCA and the payment thereto of the membership dues by those registered and licensed Guidance Counselors who are not yet bona fide members at the time of the said issuance or renewal;
NOW, THEREFORE, the Board RESOLVES, as it hereby RESOLVED, to require a registered and licensed Guidance Counselor to submit his/her valid certificate of PGCA membership bearing, among others, his/her PGCA membership number together with the official receipt of payment for his/her membership dues (lifetime or annual), prior to issuance of the Certificate of Registration and Professional Identification Card or to the renewal of the foregoing card.
RESOLVED, FURTHER, the President of PGCA furnish the PRC Registration Division a copy of the updated official registry of bonafide PGCA members, indicating their membership and annual or lifetime dues official receipt numbers.
RESOLVED, FURTHERMORE, the Commission provides quarterly a copy of the latest list of Registered and Licensed Guidance Counselors.
This Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any major daily newspaper of general circulation in the Philippines.
Let copy of hereof be furnished to the UP Law Center, the Chief, PRC Registration Division, the Philippine Guidance and Counseling Association, Inc. (PGCA), and PRC Regional Directors for dissemination to all concerned.

“Sec. 21. Integration of Guidance Counselors. – All registered/licensed guidance counselors whose names appear in the roster of guidance counselors shall be united and integrated through their automatic membership in a one (1) and only registered and accredited national organization of registered/licensed guidance counselors which the Board, subject to approval by the Commission, shall recognize and accredit after consultation with all existing organizations of registered and licensed guidance counselors and, if possible, with all those who are not members of any of the said organizations. The Members in the said integrated and accredited national organization shall receive benefits and privileges appurtenant thereto upon payment of required fees and dues. Membership in the integrated organization shall not be a bar to membership in any other association of guidance counselors”;
WHEREAS, pursuant to Board Res. No. 04, Series of 2009, and Sec. 21, Rule III of Board Res.
