MANDATING THE MINDANAO DEVELOPMENT AUTHORITY TO COORDINATE EFFORTS FOR INTERNALLY DISPLACED PERSONS IN MINDANAO



WHEREAS, it is the primary duty and responsibility of the State to assist and protect internally displaced persons who were displaced as a result of armed conflict;

WHEREAS, under Section 2 of R.A. 9996 of the Mindanao Development Authority Act of 2010, it is declared a policy of the State to set up mechanism to “address the need for a coordinated and integrated approach in the formulation and implementation of various Mindanao-wide inter-regional development plans, programs and projects”;

NOW, THEREFORE, I, GLORIA M. ARROYO, President of the Philippines, by the powers vested in me by the Constitution and the laws of the land do hereby order:

SECTION 1. Mandate. – The Mindanao Development Authority (MDA) is hereby mandated to lead the coordination of efforts by national, regional and local governments, including international and regional humanitarian and development organizations, to respond to the humanitarian and protection needs of the internally displaced persons (IDPs) in Mindanao.

SECTION 2. Participating Agencies. – The following agencies shall participate in the coordinative efforts of the MDA:

Department of National Defense
National Disaster Coordinating Council
Department of Social Welfare and Development
The Presidential Adviser on the Peace Process
The Regional Governor, Autonomous Region of Muslim Mindanao

SECTION 3. Agencies’ Support. – The MDA may tap the assistance of any government agency, government-owned and controlled corporation, civil society organization, international humanitarian, development and aid agencies and other entities to assist in the performance of its mandate.

SECTION 4. Funding. – The implementation requirements to address the needs of IDP’s shall come from the budgets of the main participating agencies and the Contingent Fund as well as from development assistance.

SECTION 5. Repealing Clause. – All orders, issuances, rules and regulations or parts thereof which are inconsistent with this Administrative Order are hereby repealed or modified accordingly.

SECTION 6. Effectivity. – This Order shall take effect immediately.
