(NAR) VOL. 21 NO.3 JULY - SEPTEMBER 2010

[ PHILRACOM RESOLUTION NO. 07-10 S. 2010, June 07, 2010 ]

GUIDELINES/PROVISIONS FOR THE USE OF HORSE SHOES



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing as provided in Presidential Decree No. 420;

WHEREAS, pursuant to the said mandate, the Philracom has deemed it best to regulate the use of shoes or plates on horses during the races and barrier trials;

WHEREAS, the Regulation and Licensing Division (RLD) has proposed the following guidelines/provisions for the use of horse shoes as follows, to wit;

1. Only aluminum plates shall be used by horses in all official races and barrier trials.

2. Aluminum plates shall be securely and properly fitted and must not protrude beyond the perimeter of the hoof.

3. Altering the standard aluminum plate for racing shall not be allowed (adding toe grabs, spikes, etc.)

4. The use of standard synthetic commercially available hoof pads shall be allowed. The pads should have an even thickness of not more than 6mm. Improvised hoof pads such as cut-outs from plastic containers and iron sheets shall not be allowed.

5. In cases of corrective shoeing, such as the use of wide webbed, rolled or rocker, heart bar, egg bars etc., the trainer or owner shall write a request to the Regulation and Licensing Division, PHILRACOM. The Philracom Field Veterinarian shall then inspect the horse and give his recommendation before granting permission to use.

6. The Board of Stewards, upon the recommendation of the Philracom and Club Veterinarians, has the right to withdraw from the race, horses whose racing plates may cause harm or endanger other entries as well as himself.

7. Horses should be brought to the waiting and saddling paddock properly shod.

8. Replacement of the horseshoe inside the waiting and saddling paddock shall not be authorized except in cases of emergency repair on the hoof of the racehorse concerned while already quartered thereat.

9. For failing to comply in the above cases, the horse will be automatically scratched from the race and the trainer will be penalized as follows:

1st offense-30-calendar day suspension or a fine of Php 1,500.00
2nd offense-60-calendar day suspension or a fine of Php 3,000.00
3rd offense-90-calendar day suspension or a fine of Php 6,000.00
4th offense – Philracom pleasure

NOW THEREFORE, the Philracom resolves, as it has hereby resolved, that the following guidelines/provisions for the use of horse shoes as proposed by the Regulations and Licensing Division of the Philracom be approved as follows:

RESOLVED FINALLY, that this Resolution be published in Kopya and the Official Gazette and be announced in the television for proper guidance of those concerned.
