(NAR) VOL. 21 NO.3 JULY - SEPTEMBER 2010

[ PHILRACOM RESOLUTION NO. 26-10, August 12, 2010 ]

COMMITTEE ON UNSOUND HORSES



WHEREAS, under Presidential Decree No. 420, the Philippine Racing Commission has the jurisdiction and control over all aspects of the conduct of horse-racing, including the framing and scheduling of races, the construction and safety of horse-racing, the allocation of prizes and the security of racing.

WHEREAS, pursuant to the mandate of the Philracom under PD No. 420, the Philracom Board of Commissioners, upon queries from the jockeys, has entertained the merit of creating a Committee on Unsound Horses that will have the duty of determining the health and fitness of horses before and after the races;

WHEREAS, the creation of the said committee, in the opinion of the Commissioners, will help reduce the risk of accidents in the racetrack that could lead to injuries and disability of jockeys and even to horses;

WHEREAS, it is suggested that the Committee on Unsound Horses be composed of one (1) representative from the Jockey’s Association, one (1) Philracom Veterinarian and one (1) Club Veterinarian.

NOW, THEREFORE, the Philracom Board of Commissioners resolves, as it hereby resolved, to authorize the creation of a Committee on Unsound Horses that will have the duty of determining the health, fitness and racetrack worthiness of horses before and after the races;

RESOLVED FURTHER, that the Committee on Unsound Horses be composed of one (1) representative from the Jockey’s Association, one (1) Philracom Veterinarian and one (1) Club Veterinarian.
