[ PRC BOARD OF AGRICULTURAL ENGINEERING RESOLUTION NO. 04, S. 2005, October 04, 2005 ]

PROMULGATION OF SYLLABI FOR SUBJECTS IN THE LICENSURE EXAMINATION FOR AGRICULTURAL ENGINEERS



WHEREAS, Section 12, Article IV of R.A. No. 8559, known as the “Philippine Agricultural Engineering Act of 1998”, states that all applicants for registration for the practice of Agricultural Engineering shall be required to undergo and pass a written technical examination as provided in this Act.”

WHEREAS, Sec.15, Art. IV of R.A. No. 8559 provides that the said examination shall cover the following subjects:

    1. Agricultural mechanization, power, machinery and equipment;
    2. Soil and water conservation, irrigation and drainage; and
    3. Rural electrification, agricultural processing and agricultural structures.

WHEREAS, the afore-mentioned section states that the said subjects and their syllabi may be amended by the Board so as to conform to technological changes brought about by continuing trends in the profession.

WHEREAS, the current syllabi for the aforesaid subjects promulgated by the Board in Board Res. No. 03, Series of 1994, were prescribed pursuant to R.A. No. 3927, known as the “Philippine Agricultural Engineering Law of 1964”, cover the following subjects:

    1. Agricultural mechanization, power, machinery and equipment, and allied subjects;
    2. Soil and water conservation, farm irrigation and drainage and allied subjects; and
    3. Rural electrification, farm processing, farm structures.

WHEREAS, the current syllabi do not cover some of the subjects in R.A. No. 8559 and the Implementing Rules and Regulations thereof.

WHEREAS, there is a need to amend the current syllabi so as to comply with the requirements of R.A. No. 8559 and to conform to the recent technological advancement in agricultural engineering.

WHEREAS, a Committee composed of a member the Board of Agricultural Engineering as Chairman and one member each from the Philippine Society of Agricultural Engineers, Inc. and the Academe as members was organized and an academician was designated as resource person to review the current syllabi and to propose an amendment thereto.

WHEREAS, after a series of consultation with the academe, the PSAE, Inc, the Commission on Higher Education (CHED), and other stakeholders, the Committee proposed the following amendments described in Annex “A” in the syllabi of subjects in the licensure examination for agricultural engineers for consideration and adoption by the Board, to wit:

    1. Agricultural mechanization, agricultural power, agricultural machinery and equipment and allied subjects (30%);
    2. Soil and water resources development and conservation, irrigation and drainage, and allied subjects (35%); and
    3. Rural electrification, agricultural processing, agricultural structures and allied subject (35%).

NOW, THEREFORE, by virtue of the powers vested in the Board under Section 9(m), Art. III of R.A. No. 8559 and Section (h) of R.A. No. 8981, the Board RESOLVES, as it is now RESOLVED, to prescribe, adopt, and promulgate the syllabi for subjects in the licensure examination for agricultural engineers (Annex A)*

FURTHER, RESOLVED, this Resolution shall be effective within two (2) months before the examination and after fifteen (15) days following its publication in the Official Gazette or any newspaper of general circulation in the Philippines.

FINALLY, RESOLVED, this Resolution shall be disseminated and circularized widely to all concerned schools, colleges, and universities offering the course in Agricultural Engineering.
