GUIDELINES IN THE PREPARATION OF EXTENSION PROGRAMS OF STATE UNIVERSITIES AND COLLEGES



WHEREAS, Chapter 2, Section 89 of the DA Administrative Order No. 6 (DA-AO No. 6) dated July 10, 1998 otherwise known as the Implementing Rules and Regulations (IRR) of R.A. 8435 otherwise known as the Agriculture and Fisheries Modernization Act (AFMA) of 1997 specifies the formulation of the National Extension System for Agriculture and Fisheries (NESAF) which is composed of three major sub-systems, namely; the national government sub-system, the local government sub-system, and private sector sub-system;

WHEREAS, Sections 90, 91 and 92 of the AFMA IRR provide for the corresponding role in the delivery of extension services, whereby the national government agencies shall assist in the Local Government Units (LGUs) extension system by improving their effectiveness and efficiency, capability building and complementary extension, services; the LGUs shall be responsible for delivering direct agriculture and fisheries extension services; and the private sector to participate in the provision of training and complementary extension services;

WHEREAS, DA Administrative Order No. 28 (DA-AO 28) series of 2008 designated the ATI as the national apex agency for extension in order to orchestrate the agriculture and fisheries extension system fora unified and efficient delivery of extension services in the country;

WHEREAS, in the same AO, the ATI is tasked to team up with State Universities and Colleges (SUCs) of agriculture/fisheries key as partners in the implementation of the national programs specially in the areas of extension innovations, national training, and monitoring and evaluation of extension institutions and programs;

WHEREAS, Rule 90.9 of the AFMA IRR mandates the Department, particularly the Agricultural Training Institute (ATI), in collaboration with the Commission on Higher Education (CHED), and the Local Government Units (LGUs) to develop "Guidelines in the Preparation of Extension Programs of SUCs";

NOW, THEREFORE, I, PROCESO J. ALCALA, Secretary of the Department of Agriculture, by the powers vested in me do hereby issue this Order, directing the ATI to issue appropriate Guidelines in the Preparation of Extension Programs of State Universities and Colleges.

This Order shall take effect immediately.
