UNANIMOUSLY APPROVING THE AMENDMENT IN THE MERIT SYSTEM FOR THE SCIENTIFIC CAREER SYSTEM CY 2006'S RULE ON ENTRY LEVELS FOR ADMISSION IN THE SCIENTIFIC CAREER SYSTEM
WHEREAS, the Scientific Career System was established to promote recruitment, career progression, recognition and reward of scientists in the public service;
WHEREAS, Section 6 of the Merit System for the Scientific Career System CY 2006 titled Ranks in the Scientific Career System states that "There shall be five ranks in the SCS. Scientific personnel shall be conferred a rank and upgraded in the System to the extent that they meet the minimum qualification standards," and that the entry levels for Admission are (a) Scientist I and (b) Scientist II;
WHEREAS, the Scientific Career Council recognizes that there is a large number of highly productive scientific personnel with exceptional scientific achievements especially those Filipino researchers and experts returning from overseas who may qualify for Admission beyond Scientist 2 rank.
WHEREFORE, the Council in its 30lh Scientific Career Council Meeting hereby adopts and promulgates to amend the aforementioned Rule limiting the entry level up to Scientist II and thereby allowing nominees to apply for any of the five ranks under the Scientific Career System provided that he/she meets the needed points for the rank including other Admission qualification requirements.
