[ LTFRB MEMORANDUM CIRCULAR NO. 95-012, September 21, 1995 ]

BAN ON THE ESTABLISHMENT OF NEW AND/OR ADDITIONAL BUS TERMINALS/STATIONS ALONG MAJOR THOROUGHFARES IN METRO MANILA



The improvement of the traffic condition along EDSA and other major thoroughfares in Metro Manila which has deteriorated, with travel speed slowing down considerably especially during rush hours, is a major concern of the government.

Measures to effectively address this problem are now being formulated and implemented by government agencies and officials tasked to solve this perennial problem.

The LTFRB strongly supports the policies and measures now being formulated and implemented by the agencies and officials mandated to address and solve the perennial traffic problem in Metro Manila which has adversely affected many sectors including the land transportation industry thru less or reduced trips.

Considering that there are already about fifteen (15) provincial bus terminals and stations along EDSA from Caloocan City to Baclaran, several of them concentrated in the Cubao and Pasay Area, not including those without structures, as recommended by the Metro Manila Development Authority (MMDA) reiterating a position of this office submitted on December 12, 1994 during the Metro Manila Traffic Summit, no new and/or additional bus terminal, station or garage will be allowed along EDSA, España, Quezon Avenue, E. Rodriguez, Ramon Magsaysay, Aurora Blvd., and Tramo (Pasay) effective immediately.

Enforcement of this Circular will be implemented by the Land Transportation Office and the Metro Manila Development Authority with the assistance of the Philippine National Police whenever necessary under the circumstances.
