[ OWWA MEMORANDUM OF INSTRUCTION NO. 010, S. 2010, October 27, 2010 ]

GUIDELINES FOR THE IMPLEMENTATION OF THE FINANCIAL ASSISTANCE FOR THE FAMILIES OF OVERSEAS FILIPINOS WORKERS (OFWS) AFFECTED BY TYPHOON “JUAN”



In the interest of the service and in connection with Board Resolution No. 022, series of 2010, of the OWWA Board of Trustees approving the grant of financial assistance to OFW-families affected by typhoon “Juan” in Regions I, II and Cordillera Autonomous Region (CAR), the following guidelines are hereby issued:

I. NATURE

A financial grant in the amount of Php5,000.00 shall be extended as an immediate cash assistance, which shall serve as an emergency relief to OFWs and family members devastated by the recent typhoon “Juan” in Northern Luzon.

II. OBJECTIVE

The financial grant aims to address the immediate basic needs of OFWs and their families who were severely affected by typhoon “Juan.”

III. COVERAGE

The financial grant shall be extended to OFWs and families in affected provinces in Region I, Region II and CAR.

IV. ENTITLEMENT

The financial grant shall be extended to OFWs who are active members of OWWA.

Entitlement to the grant shall be on a one-time basis, per qualified OFW-member/beneficiary.

V. DOCUMENTARY REQUIREMENTS

The following documents shall be submitted by the applicant-OFW or family members to the concerned OWWA Regional Welfare Office:

1. Certification from authorized official of the Local Government Unit (Office of the Mayor, Barangay Captain or DSWD)
2. Proof of OWWA membership
3. Proof of relationship, if applicant is a dependent of OFW-member

IV. FUND MANAGEMENT

The amount of FIFTEEN MILLION PESOS (Php15,000,000.00) shall be allocated as budget for the financial grant. The financial assistance funds shall be made available at the OWWA Regional Welfare Offices (RWOs) in Regions I, II and CAR.

A separate bank account shall be maintained by the RWOs for the purpose.

VII. MONITORING AND EVALUATION

The RWOs shall submit a Terminal Report on the financial grant extended to the beneficiaries to the Office of the Administrator, through the Regional Operations Coordination Service, two weeks after the close of the grant period.

VIII. EFFECTIVITY

This Memorandum of Instruction shall take effect immediately.
