[ PHILRACOM RESOLUTION NO. 33-10, November 11, 2010 ]

ADOPTING THE PROPOSED GUIDELINES FOR THE ADJUSTMENT OF THE SPECIAL CLASS DIVISION (SCD)



WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing as provided in Presidential Decree No. 420;

WHEREAS, the Philracom Handicapping Committee has come up with a Proposed Guidelines for the Adjustment of the Special Class Division (SCD) applicable to both imported and local horses;

WHEREAS, the Philracom Handicapping Committee has conceptualized a set of proposed written and illustrative guidelines for the adjustment of the special class division (SCD) applicable to imported and local horses as follows:

1. Entry point of new Imported horses shall be adjusted to Special Class Division 13 (SCD 13)

2. All horses belonging to the Special Class Division shall be adjusted two (2) groups lower carrying its current weight allowances (ex. SCD15 to SCD13, SCD15A to SCD13A, SCD15B to SCD13B, and so on).

3. Local horses belonging to Class Divisions 12, 13 and 14 shall be incorporated to the Class Division 12 and carry a handicap weight allowance of 54 kilograms.

4. Winners of Class Division 12 for local horses shall go up to the next higher group, which is the Special Class Division 13.

5. Same handicapping system shall be implemented:

a. local horses can go down a group with a loss at a handicap weight of 52 kilograms or by vacation of three (3) months;
b. imported horses that losses at a weight allowance of 52 kilograms in a Special Class Division shall slide to Special Class Division group A (ex. Loss at 52 in SCD13 slide to SCD 13A);
c. imported horses that losses at a weight of 52 kilograms in a Special Class Division group A shall slide to Special Class Division group B (ex. loss at 52 in SCD 13A slide to SCD 13B);
d. horses who placed at the Special Class Division shall carry an additional weight allowance of 1 kilogram to the second (2nd) placer and 0.5 kilogram to the third (3rd) placer;
e. imported horses who placed at both Special Class Division groups A and B shall carry an additional weight allowance of 1 kilogram to the second (2nd) placers and 0.5 kilogram to the third (3rd) placers;
f. winners of a Special Class Division shall go up the next higher group in the Special Class Division (ex. winners of SCD13 move up to SCD14, and so on);
g. winners of both Special Class Division groups A & B shall go up the next higher group in the Special Class Division (ex. winner SCD 13A move up to SCD14, winner of SCD13B move up to SCD14);
h. additional 1 kilogram weight allowance for the imported horses if there is a local horse entry;
i. handicap weight of 54 kilograms;
j. maximum weight allowance of 58 kilograms;
k. no going down on vacation for Imported horses;
l. entry point of imported horses that were winners abroad shall be at Special Class Division 14 (SCD14), imported horses that were placers abroad shall be at Imported Maiden 1;
m. winners of Imported Maiden, Imported Maiden 1 & Imported Maiden 2 shall be at Special Class Division 13 (SCD13);
n. Special Class Division 17 and above can be merged with the handicap weight of:

i. plus 1kg to SCD 18
ii plus 2kgs to SCD 19
iii. plus 3kgs to SCD 20
iv. plus 4 kgs to SCD21
v. and so on

NOW THEREFORE, the Philracom resolves, as it hereby resolved, to adopt the foregoing (attached) Proposed Guidelines for the Adjustment of the Special Class Division (SCD);

RESOLVED FURTHER, that this set of guidelines as incorporated in this Resolution be published in the Kopya and the Official Gazette/UP Law Center and be announced in the television for proper guidance of those concerned.
