OFFICE OF THE SANGGUNIANG PANLUNGSOD

AN ORDINANCE REQUIRING ALL RESTAURANTS, SCHOOLS, OFFICES, HOSPITALS, CAFETERIAS, CATERING OPERATIONS, FAST FOOD CHAINS AND OTHER RELATED FOOD SERVICES IN THE CITY OF SAN JUAN, METRO MANILA TO INCLUDE HALF-RICE SERVING IN THEIR MENU.

WHEREAS,
a letter was sent to Hon. Mayor Guia G. Gomez dated September 13, 2013 from Engr. Lemuel R. Pagayunan, Manager, NCR of the National Food Authority (NFA) requesting to pass an Ordinance requiring the food service industry in the City of San Juan, Metro Manila to include half-rice serving in their menu;

WHEREAS, statistics shows that every Filipino wastes about 2 tablespoons of cooked rice every meal equivalent to 13% of the total rice imports amounting to Six Billion Two Hundred Million Pesos (P6.2B) or the consumption of nearly Two Million Six Hundred Thousand (2.6M) Filipinos in a year:

WHEREAS, the said Ordinance will cover all businesses, institutions, responsible for any meal prepared outside the home which include restaurants, schools, offices, hospitals, cafeterias, catering operations, fast food chains and other related food services;

WHEREAS, half-rice serving must be mandatory in the menu of the restaurant and other eateries.

NOW THEREFORE, BE IT ORDAINED as it is hereby ordained by the Sangguniang Panlungsod of the City of San Juan, Metro Manila, in session duly assembled that:

Section 1. All restaurants, schools, offices, hospitals, cafeterias, catering operations, fast food chains and other related food services in the City of San Juan, Metro Manila are hereby required to include half-rice serving in their menu and in their value meal packages or promos.

Section 2. PENALTY:
  First offense - Warning
  Second offense - P 300.00
  Third offense - P1,000.00
Section 3. The Business Permit and License Office (BPLO), the City  Health and Sanitation Office, Task Force Disiplina and the Barangay Officials are hereby tasked to implement this Ordinance.

Section 4. Copies of this Ordinance shall be distributed to all concerned business establishments.

Section 5. This Ordinance shall take effect upon approval and publication in a newspaper of general circulation and posting in all conspicuous places within the city, including but not limited to public offices, restaurants, schools, etc.
