AM ORDINANCE ENHANCING THE JOB AND SKILLS DATABASE OF THE PUBLIC EMPLOYMENT SERVICE OFFICE OF THE CITY OF MANILA FROM THE BARANGAY LEVEL

Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. Declaration of Policy. - It is hereby declared the policy of the City of Manila to promote labor and full employment, and to effectively match the skills of qualified constituents with job opportunities available in the barangay level.

SEC. 2. Definition of Terms. - The following terms as used in this Ordinance shall be defined as follows:
  1. Manila-PESO - refers to the Public Employment Service Office of the City of Manila.
  2. Qualified Residents - refers to residents of the City of Manila who are members of the labor force whether currently employed or unemployed.
  3. SRS Form - refers to the Skills Registry System Form, provided by the Manila-PESO to qualified residents of the City of Manila, putting in a data base their job and skills qualifications.
SEC. 3. Scope of Implementation. - All barangays  within the jurisdiction of the City of Manila are required to implement the provisions of this Ordinance.

SEC. 4.  Mode of Implementation.  - The following shall be implemented by every barangay in coordination with the Manila-PESO and barangay secretary:
  1. The Manila-PESO Office shall provide copies of the Skills Registry System Form (SRS) to the barangay secretary.

    1. All persons requesting for barangay certification for employment purposes;

    2. All business owners requesting for barangay business permits, including all their employees; and

    3. Other instances that the Punong Baranggay may deem appropriate.

  2. The barangay secretary, upon completion shall collect the forms and submit them back to the Manila-PESO Office not later than the deadline set in this Ordinance.

  3. The Manila-PESO Office shall then create a database containing all the information on all the SRS forms submitted by each barangay.

  4. This data will then be used to determine the job and skills qualification available in every barangay so as to effectively implement any job assistance program such as job fairs, skills training, pre-employment assistance and others.

  5. The barangay is hereby authorized to provide information obtained from the job and skills database to any businesses in need of labor and manpower in their community.
SEC. 5. Period of Implementation. - Each barangay is here given 4 months upon the effectivity of this Ordinance to submit all the accompanied copies of the SRS to the Manila-PESO Office. The Manila-PESO shall then complete the database two months after the last day of submission of all SRS forms from the barangay secretary which shall be updated annually from thereon with the deadline of submission set every 1st day of April of each year. This database shall be made available to all agencies for reference.

SEC. 6. Separability Clause. - If for any reason or reasons, any part of this Ordinance shall be held to be unconstitutional or invalid other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

SEC. 7. Repealing Clause. - All ordinances, resolutions, executive orders, and administrative orders, or parts thereof, which are  inconsistent with any provisions of this Ordinance, are hereby repeal or modified accordingly.

SEC. 8. Effectivity Clause. - This Ordinance shall take effect 15 days after its publication in at least two (2) newspapers of general circulation.

This Ordinance was finally enacted by the City Council of Manila on January 28, 2014.
