[ CESB RESOLUTION NO. 1098, July 08, 2013 ]

PROHIBITING PROMOTION IN CES RANKS WHILE ON SECONDMENT



WHEREAS, to be eligible for promotion in Career Executive Service (CES) ranks, a Career Executive Officer (CESO) must have at least three (3) years residency in his or her present CES rank, per Section 3, Article II of CESB Resolution Number 798, Series of 2009;

WHEREAS, during his or her incumbency, a CESO may be reassigned or transferred from one position to another and from one department, bureau or office to another in the interest of public service;[1]

WHEREAS, one of the modes by which CESOs are mobilized is through secondment, or the movement of an official from one department or agency to another, which is temporary in nature, may or may not require the issuance of an appointment, and may involve increase in compensation and benefits;[2]

WHEREAS, under Civil Service Circular (CSC) Memorandum Circular Number 15, Series of 1999, no officer or employee who is on secondment shall be considered for promotion during the period of secondment;

WHEREAS, paragraph 2, Article IV, Part III of the Integrated Reorganization Plan (lRP), as amended, mandates the Career Executive Service Board (CESB) as the governing body of the CES to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the CES.

WHEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to prohibit the promotion in rank of CESOs during the period of their secondment.
