INCLUSION OF METHYLEPHEDRINE IN THE LIST OF DANGEROUS DRUGS



WHEREAS, pursuant to Section 93, Article XI of Republic Act No. 9165 or “The Comprehensive Dangerous Drugs Act of 2002”, the Board is given the power to reclassify, add to or remove from the list of dangerous drugs any dangerous drug;

WHEREAS, Methylephedrine, a derivative of Ephedrine which is used in other countries as a decongestant and bronchodilator, may induce increased blood pressure, cardio-vascular stress and priapism but also has high potential for abuse as reported in other countries and recognized scientific journals;

WHEREAS, the Philippines have enough medications in the market that can produce the same therapeutic effects as that of Methylephedrine;

WHEREAS, Methylephedrine is also a precursor of Ephedrine, a controlled substance under the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, as evidenced by the presence of Methylephedrine in clandestine drug laboratories during various operations by the Philippine National Police and the Philippine Drug Enforcement Agency;

WHEREAS, the World Anti-Doping Agency has included Methylephedrine in the 2013 Prohibited List, International Standard under item S6(b) as a prohibited stimulant;

WHEREAS, during the public hearing last May 28, 2013 initiated by the DDB Committee on Public Hearings, various stakeholders supported the proposed inclusion of Methylephedrine in the list of dangerous drugs.

WHEREFORE, be it RESOLVED, as it is hereby RESOLVED, to include METHYLEPHEDRINE in the list of dangerous drugs and all compounds, mixtures and preparations containing this substance, including its salts, isomers and salts of isomers, are classified as dangerous drugs which shall be subject to all regulatory and control measures provided for in the Comprehensive Dangerous Drugs Act of 2002 and rules and regulations promulgated by the Board
