AGRICULTURAL AIRCRAFT WITH GLOBAL POSITIONING SYSTEM (GPS)

In the interest of aviation safety and in connection with the recent accident involving RP-R1420, a Piper 36-376 (Pawnee Brave) Type of Aircraft, similar aircraft types with GPS installation shall hereby suspend its operation until the said modification has been substantiated and found in compliance with the airworthiness standards of the Philippine Civil Aviation Regulations PCAR Parts (PCAR) Parts 5.6.1.9 (Performance Rules: Modification and Repairs) and/or 9.4.1.10 (Modification and Repairs).

Likewise, for other affected aircraft types/models, in consideration of its indirect involvement in the accident due to aircraft type difference, and the economic impact on the agricultural industry in their respective areas of operation, the said aircraft types shall continue to operate only for a period of sixty (60) days subject to the inclusion and approval as per PCAR 8.3.1.2 (f) of the following GPS wiring installation inspections in compliance with the safety recommendation of the Aircraft Accident Investigation Board (AAIB):
  1. General Visual inspection prior to first flight of the day; and
  2. Detailed Inspection every 25 hrs.
Normal operations of the above-mentioned aircraft shall resume under the condition that the owner/operator has provided evidence that the installation/modification was recorded in a manner acceptable to the CAAP.

This Memorandum Circular shall take effect immediately and strict compliance is hereby enjoined.
