[ MARINA ADVISORY NO. 2013-20, October 04, 2013 ]
CLARIFICATION ON MANAGEMENT LEVEL COURSES, TANKER COURSES, SECURITY RELATED COURSES, AND SERVICE AS CADET/RATINGS UNDER TRAINING, IN RELATION TO CERTIFICATION
In accordance with the pertinent
provisions of Executive Order No. 75 and its Implementing Rules and
Regulations (IRR), designating the Department of Transportation and
Communications (DOTC) through the Maritime Industry Authority (MARINA),
as the Single Maritime Administration in the Philippines responsible for
oversight and supervision over compliance with the requirements of the
International Convention on Standards of Training, Certification and
Watchkeeping for Seafarers (STCW), 1978, as amended, the following
clarifications relating to certain training requirements for the issue
of STCW certificates, and allied matters, are issued to all concerned:
MANAGEMENT LEVEL COURSES
- Further to MARINA Advisory No. 2013-17 issued 13 September 2013, seafarers who completed the Management Level Course for Marine Deck Officers (MLC Deck) and Management Level Course for Marine Engine Officers (MLC Engine) no later than 13 September 2013 shall be allowed to present such courses in support of their application for a Certificate of Competency (CoC) at the Professional Regulation Commission (PRC). Provided, that such CoCs shall have expiry dates not later than 1 January 2017, and provided further, that such seafarers whose date of enrollment in MLCs falls between 1 July and 13 September 2013 shall be required to take an updating course for MLC Deck or MLC Engine in accordance with the STCW Manila Amendments, sometime after the end of their current contract and before their next onboard deployment;
TANKER COURSES
- Further to MARINA Advisory No. 2013-17 issued 13 September 2013, seafarers who completed the General Tanker Familiarization Course, Specialized Training for Oil Tankers, Specialized Training for Chemical Tankers, and Specialized Training for Liquified Gas Tankers no later 13 September 2013 shall be allowed to present such courses in support of their application for a Certificate of Proficiency (CoP) at MARINA. Provided, that such CoPs shall have expiry dates not later than 1 January 2017, and provided further, that such seafarers whose date of enrollment in the above tanker courses fall between 1 July and 13 September 2013 shall be issued CoPs with expiry dates not later than 1 July 2014;
SECURITY RELATED COURSES
- All seafarers who commenced seagoing service prior to 1
January 2012, and who served a total of at least six (6) months as
shipboard personnel during the preceding three (3) years, shall be
allowed to apply for issuance of a CoP in Security Awareness until 1
January 2014. Provided, that seafarers who are currently
serving onboard shall be allowed to file their application for the CoP
in Security Awareness through their respective shipping or manning
agencies and provided further, that the following documentary evidence shall be submitted together with the application:
- Seafarer’s Identification and Record Book (SIRB);
- Certificate of Sea Service; and
- Copy of approved POEA-issued Overseas Employment Contract
- All seafarers who commenced seagoing service after 1 January
2012, but before 30 July 2013, and who are currently serving onboard
shall be allowed to apply for CoPs in Security Awareness. Provided, that the required documentary evidence under item 3 above shall be submitted and provided further, that such CoPs shall have expiry dates not later than 1 July 2014;
- All seafarers who commenced seagoing service prior to 1 January
2013, and who served a total of at least six (6) months as shipboard
personnel with designated security duties during the preceding three (3)
years, shall be allowed to apply for issuance of CoP for Seafarers with
Designated Security Duties until 1 January 2014. Provided,
that seafarers who are currently serving onboard shall be allowed to
file their application for the CoP for Seafarers with Designated
Security Duties through their respective shipping or manning agencies
and provided further, that the following documentary evidence shall be submitted together with the application:
- Seafarer’s Identification and Record Book (SIRB);
- Certificate of Sea Service indicating designation to perform security duties on board; and
- Copy of approved POEA-Issued overseas Employment Contract
CADETS OR RATINGS UNDER TRAINING
- Pursuant to STCW Reg. II/4 and lll/4, cadets or ratings under training, for purposes of service in those capacities, are not required to be duly certificated or to carry a CoP as ratings.
This Advisory takes effect immediately upon publication in a newspaper of general circulation.
