[ TESDA RESOLUTION NO. 2013-06, September 18, 2013 ]

PRIORITIZATION OF THREE (3) QUALIFICATION TITLES FOR TRAINING REGULATIONS DEVELOPMENT IN THE AREAS OF SUPPLY CHAIN MANAGEMENT (LOGISTICS) AND CHEMICAL MANUFACTURING



WHEREAS, Item (B), Section 14 of Republic Act No. 7796 mandates that TESDA shall develop and establish a national system of skills standardization, testing and certification and conduct research and development on various occupational areas in order to recommend policies, rules and regulations for effective and efficient skills standardization, testing and certification system in the country;

WHEREAS, during the 17th Direction Setting Committee TESDA Board-TESDA Secretariat Consultation Meeting on 16 September 2013, the body recommended to focus the efforts and resources of the agency on priority qualifications identified by partner-industry bodies and associations on the basis of the following:

  1. Priority needs of the industry sector;
  2. Nationwide application in terms of public interest/welfare;
  3. Employment generation and investment opportunities; and
  4. The criteria for skills standardization and certification, to wit:
    • Requiring relatively long period of education or training;
    • Performance of the competency affecting and endangering people’s lives and limbs; and
    • Competency involving the handling of complex equipment, tools and supplies.

WHEREAS, in the aforementioned meeting, the industry experts and partners of the following industry associations recommended the following priority qualifications based on the abovementioned criteria:

2. Process/Production Operator
3. Quality Assurance and Control Technician

WHEREAS, during the 17th Direction Setting Committee TESDA Board-TESDA Secretariat Consultation Meeting on 16 September 2013, the body favorably endorsed for consideration and approval of the TESDA Board the prioritization of the three (3) qualification titles for training regulations development namely:

  1. Warehousing Services;
  2. Process/Production Operator; and
  3. Quality Assurance and Control Technician.

WHEREAS, in the 86th TESDA Board Meeting on 18 September 2013, the TESDA Board considered and approved the prioritization of the three (3) aforementioned qualification titles for training regulations development.

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the TESDA Board in its meeting today, 18 September 2013, approves and shall cause to be prioritized the aforementioned qualification titles for training regulations development.

BE IT RESOLVED FINALLY, that copy of this resolution be disseminated to concerned offices for their information and guidance.
