In accordance with the provisions of Republic Act No. 4136, otherwise known as “The Land Transportation and Traffic Code,” as amended, Republic Act No. 8794, otherwise known as “Motor Vehicle User’s Charge (MVUC) which provides that any new model of motor vehicle in the market must be properly classified prior to its registration with the Land Transportation Office, Administrative Order No. AVT-2014-024 dated 24 January 2014 on the Revised Rules and Regulations Governing the Sales Reporting and Initial Registration of Brand New and other Motor Vehicle, the following guidelines for the registration of a Three (3) Wheeler Morgan are hereby prescribed and promulgated for the compliance, information and guidance of all concerned:

1. Three (3) Wheeler Morgan (2 tires on the front and 1 on the rear) shall be classified as non-conventional motorcycle and subclassified as “MC” but the registration fees of which shall be the rates prescribed for “LIGHT” motor vehicle or with GVW up to 1600 kg.
   
2. The use and operation of Three (3) Wheeler Morgan on roads and highways shall also be governed by the “Rules and Regulations for the Use and Operation of Motorcycles on Highways” pursuant to Administrative Order No. AHS-2008-015 dated 15 May 2008
   
3. Three (3) Wheeler Morgan is subject to roadworthiness inspection of the Motor Vehicle Inspection Center of the Land Transportation Office prior to initial registration.
4. Three (3) Wheeler Morgan shall be issued a regular plate and sticker intended for motorcycles and the same shall be attached and/or conspicuously displayed at the rear of the vehicle.

This order shall take effect fifteen (15) days after publication in the official Gazette or in a newspaper of general circulation.
