[ CAAP MEMORANDUM CIRCULAR NO. 03-13, January 18, 2013 ]

SPECIAL EXEMPTIONS AND/OR SPECIAL AUTHORIZATIONS TO CARRY DANGEROUS GOODS BY AIR



In the interest of public safety, pursuant to PCAR Part 18, and in conformance to the ICAO Technical Instructions, all special exemptions and/or special authorizations to carry dangerous goods by air will only be given by this Authority to Air Operator Certificate (AOC) Holders authorized to carry Dangerous Goods (DG).

However, in cases of extreme urgency that may necessitate the need for Special Exemptions and/or Special Authorizations to carry DG on a non-DG authorized AOC, said AOC must first comply satisfactorily with all requirements and abide by specific processes, as prescribed by the ICAO Technical Instructions, its Supplement for the Safe Transport of Dangerous Goods by Air and PCAR Part 18 prior to the granting of such special permits.

This Memorandum Circular shall take effect immediately after compliance with the single publication in a newspaper of general circulation and a copy filed with the UP Law Center Office of the National Administrative Register (ONAR), UP Diliman, Quezon City.
