MORATORIUM ON THE CONSTRUCTION/IMPORTATION, LOCAL SALE AND REGISTRATION OF COMMERCIAL FISHING VESSELS

In order to give effect to the three-year moratorium on the issuance of Commercial Fishing Vessel and Gear License (CFVGL) .and other clearances pursuant to BFAR Administrative Circular No. 253, Series of 2014, and to ensure that no fishing capacity is added during the moratorium, the submission of the required clearances from BFAR for the acquisition of commercial fishing vessels through local construction or importation is hereby reiterated.

Furthermore, all owners/operators, charterers and all concerned are hereby notified/advised that effective 30 April 2015 this Authority shall no longer approve the transfer by sale or otherwise of an unregistered or unlicensed commercial fishing vessel, or a registered but unlicensed commercial fishing vessel nor register the same.

In view thereof, all owners/operators or charterers of unregistered or unlicensed commercial fishing vessels are hereby enjoined to secure the registration with this Authority’s Domestic Shipping Service or at any of the MARINA Regional Offices (MROs). Failure to comply shall be a ground for the permanent denial of fishing access and the inclusion in the list of vessels and persons involved in illegal, unreported and unregulated fishing (IUUF).

This Advisory shall take effect immediately after its publication once in a newspaper of general circulation in the Philippines.
