SUPPLEMENTAL CIVIL AVIATION REGULATIONS TO PART 2 (PERSONNEL LICENSING) ON REINSTATEMENT OF PRIVILEGES OF EXPIRED AMT/AMS LICENSES AND RATINGS



REFERENCE:

1. Philippine Civil Aviation Regulations (PCAR) PART 2 (Personnel Licensing)

SUPPLEMENTAL REGULATIONS TO PART 2 OF PCAR:

2. On March 12, 2012, Memorandum Circular No. 09-12 was issued by then Director General Ramon S. Gutierrez providing for a procedure in the reinstatement of privileges of expired pilot licenses and ratings. It does not, however, provide for a procedure for the reinstatement of privileges of expired Aviation Maintenance Technician (AMT) and Aviation Maintenance Specialist (AMS) licences and ratings beyond twenty four (24) months from expiration.

3. To enable holders of expired AMT and AMS Licenses to be reinstated of their privileges, the following supplemental regulations are hereby provided:

PCAR PART 2.2.10.5 REINSTATEMENT OF PRIVILEGES OF EXPIRED AMT/AMS LICENSES AND RATINGS

a. No person who holds an expired AMT/AMS license or rating shall exercise the privileges of said license or rating;

b. Aviation Maintenance Technicians or Specialist who seek reinstatement of their licenses that had already expired shall comply with the following conditions:

1. Within twenty four 24) months from expiration of license, he/she shall pass the Civil Aviation Regulation test given by the Authority;
2. After twenty four (24) months from expiration of license, he/she shall pass the Civil Aviation Regulation Test and must undergo the appropriate recurrent training from an Approved Maintenance Organization (AMO) or any school or facility accredited by the Authority for such purpose;
3. After sixty (60) months from expiration of license, he/she shall comply with the requirements for the initial application of AMT/AMS License.”

EFFECTIVITY:

This Supplemental Regulation amends PCAR Part 1.2.1.13 par. (b) and shall take effect immediately upon compliance with the required publication and a copy filed with the UP Law Center – Office of the National Administrative Register.
