NEW GUIDELINES ON THE HIRING OF FOREIGN TEACHERS AND RELATED WORKERS IN BEIJING

The Department of Foreign Affairs (DFA) reported on Beijing Municipal Government’s issuance of the following new guidelines which will subject foreign teachers and other workers who wish to work in the city’s institutions and schools to stricter qualification requirements:
  1. Foreign teachers shall provide teaching qualifications from their home countries and proof of at least five (5) years of teaching experience.
  2. Those without teaching qualifications will be required to present other internationally-recognized professional credentials such as TEFL (Teaching English as a Foreign Language) and TESL (Teaching English as a Second Language).
  3. Foreign language workers will need to provide teaching qualifications when applying for teaching related jobs.
  4. Foreign workers applying in non-teaching jobs are required to have at least a bachelor’s degree and two (2) years of relevant work experience. Their single contract period to be no longer than five (5) years.
The implementation of said new guidelines will take effect on 31 October 2014 after incidence of sex scandals involving foreign teachers occurred in Beijing last year.
