ALLOWING THE PROCESSING AND DEPLOYMENT OF RETURNING WORKERS OF UN-RELATED ORGANIZATIONS OR INTERNATIONAL NON-GOVERNMENTAL/CIVIL SOCIETY ORGANIZATIONS BOUND FOR SIERRA LEONE, LIBERIA AND GUINEA SUBJECT TO COMPLIANCE WITH THE REQUIREMENT

WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires;

WHEREAS, POEA Governing Board Resolution (GBR) No. 14, Series of 2014 dated 04 July 2014 was issued imposing a temporary suspension on the processing and deployment of newly-hired OFWs to Guinea, Liberia and Sierra Leone, and allow the processing and deployment of vacationing/ returning workers to the above-cited countries, due to the spread of an extremely contagious disease, the Ebola Virus Disease (EVD) in the said countries;

WHEREAS, POEA Governing Board Resolution (GBR) No. 28, Series of 2014 was issued on December 08, 2014 imposing a total deployment ban for all OFWs bound for Guinea, Liberia and Sierra Leone and instructing all Filipinos in the said countries to return to the Philippines.

WHEREAS, DFA in its letter dated 08 January 2015 recommended to maintain the 21-day mandatory quarantine for returning OFWs from the 3 Ebola Virus Disease (EVD) affected countries: Sierra Leone, Liberia and Guinea and to further maintain the Alert Level 3 status for the said countries.

WHEREAS, in the same letter of the DFA, it recommended to maintain a deployment ban to the 3 Ebola Virus Disease (EVD) affected countries but allow the return to these countries of Filipinos working with UN-related organizations or international non-governmental/civil society organizations: Provided, they execute a statement that they are returning to the EVD-affected countries against government advice and for their employer/agency/organization to issue an undertaking that they will be responsible for the treatment and repatriation of the returning Filipinos in the event that they are infected.

NOW, WHEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to allow the processing and deployment of returning workers of UN-related organizations or international non-governmental/civil society organizations bound for Sierra Leone, Liberia and Guinea subject to compliance with the requirement cited thereto.
