IMPOSING A TOTAL BAN ON THE PROCESSING AND DEPLOYMENT OF ALL OFWS BOUND FOR YEMEN

WHEREAS, on 13 February 2014, GBR No. 2, Series of 2014 was issued to allow the redeployment of returning Filipino workers to Yemen, subject to proof of existing employment as determined by POEA and that the deployment ban for newly-hired OFWs shall be maintained;

WHEREAS, the DFA in its letter dated 02 October 2014 informed the DOLE that it raised the Crisis Alert Level in Yemen from Alert Level 2 to Alert Level 3 (voluntary repatriation with total deployment ban including returning OFWs) due to the security situation in the country which remains unpredictable;

WHEREAS, the DFA further cited in the same letter that Alert Level 3 is issued when violent disturbances or external aggression occur in a limited area and that Filipinos in this area are enjoined to return to the Philippines and the DOLE automatically imposes absolute deployment ban;

WHEREAS, under Alert Level 3, a total deployment ban on the processing and deployment of all workers is imposed;

WHEREAS, the DFA in its letter dated 16 February 2015, informed the DOLE that it has again raised the Crisis Alert Level in Yemen from Alert Level 3 to Alert Level 4 (Mandatory Repatriation) in view of the continued deterioration of the political and security situation in Yemen and that guidelines for this Alert Level provide that the DOLE automatically impose an absolute deployment ban. Filipinos in Yemen will be instructed to return to the Philippines at the expense of the government; and

WHEREAS, under Alert Level 4, a total ban on the processing and deployment of all workers is imposed and the DOLE Quick Response Team is directed to closely coordinate with the DFA on the immediate and safe repatriation of OFWs in Yemen.

NOW THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to impose a total ban on the processing and deployment of all OFWs bound for Yemen.
