GUIDELINES AND CONDITIONS IN GRANTING SPECIAL PERMITS TO RACEHORSES

WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races and granting of special permits, inter alia, as provided in Presidential Decree No. 420;

WHEREAS, in order to respond to the exigencies of public service and for the protection of horseowners, the following guidelines and conditions in granting the Special Racing permits for Race Horses were passed by the Philracom:

NOW THEREFORE, it is hereby resolved by the Philracom Board that the following Guidelines and Conditions in Granting Special Permits to Racehorses be approved as follows:

  1. Both parents (sire and dam) of the subject horse should be registered with the Stud Book Division and the horse is locally bred;
  2. In case one or both parents are dead, one parent (sire or dam) should have a DNA profile on which the subject horse can be validated upon;
  3. All documentary requirements by the Stud Book Division should be complied with prior to approval of the permit;
  4. The horse shall only be granted a passport for identification and health records and no registration certificate will be issued;
  5. The horse should have complete health requirements (vaccination, Coggins/EIA and other tests) recorded in the passport;
  6. The horseowners agree that the horse will only be used for racing and not for breeding after its racing career;
  7. The progenies of the subject horse, in case it was accidentally bred during or after its racing career, will not be accepted or applied for another special racing permit;
  8. The owner shall apply for a Special Racing permit at the RLD, PHILRACOM;
  9. The owner shall pay a Special Racing Permit fee of P10,000.00 to the PHILRACOM;
  10. The horse will only be allowed to participate in ordinary authorized races and not in sweepstakes and stakes races.

RESOLVED FURTHER, that Board Resolution No. 15-09 Series of 2009 be as it is hereby amended and a copy of this resolution be published in the Official Gazette and the Kopya as well as be furnished the Racing Clubs, Trainer’s Association, Horse owners Associations, Jockey’s Association and other stakeholders of the industry effective March 20, 2015 to September 21, 2015;
