WITHDRAWAL OF THE GRANT OF EXEMPTION FROM THE CONTINUING PROFESSIONAL DEVELOPMENT/EDUCATION (CPD/CPE) REQUIREMENT UNDER BOARD RESOLUTION NO. 2008-05

WHEREAS, Section 31 of Republic Act No. 9292, otherwise known as the Electronics Engineering Law of 2004, states, to wit: “All registered Professional Electronics Engineers, Electronics Engineers, and Electronics Technicians, shall comply with pertinent rules and regulations already prescribed by and/or as may be prescribed and promulgated by the Commission and/or the Board, the Accredited Professional Organization and other government agencies, pursuant to this Act and other relevant laws, international treaties, agreements and/or covenants to which the Philippines is a signatory and has ratified, with respect to continuing professional education and/or development and/or other similar/related programs.”;

WHEREAS, Rule VI of Board Resolution No. 05, Series of 2008, granted permanent exemption from the continuing professional education/development (CPD/CPE) requirement to registered electronic professionals who have reached the age of sixty-five (65) and temporary exemption to those working or practicing their profession or furthering their studies abroad;

WHEREAS, the Commission and the Professional Regulatory Boards have consistently advocated the need for continuing professional development and advancement, in line with the thrusts of the Philippine Qualifications Framework (PQF), ASEAN Mutual Recognition Arrangements, among others;

WHEREAS, such exemption is not congruent with the intent of Republic Act No. 9292 on the compliance with the CPD/CPE programs by all registered electronics professionals.

NOW THEREFORE, the Board RESOLVES,as it hereby RESOLVED,to withdraw the above exemptions granted under Board Resolution No. 05, Series of 2008, with the approval of the Commission.

RESOLVED FURTHER, that all Certificates of Good Standing (COGs) issued by the Institute of Electronics Engineers of the Philippines (IECEP), Inc. prior to the effectivity of this Resolution shall be deemed valid for purposes of renewal of the Professional Identification Cards (PICs) of electronics professionals.

This Resolution shall take effect after fifteen (15) days following its complete and full publication in the Official Gazette or in any newspaper of general circulation in the Philippines.

Let a copy hereof be furnished the U.P. Law Center, IECEP and other concerned agencies and organizations for their information and guidance.
