PRESCRIBING THE FEES FOR THE SPECIAL TEMPORARY PERMIT (STP) OF THE KOREAN TEACHERS UNDER THE KOREA-PHILIPPINES TEACHERS EXCHANGE PROGRAMME

WHEREAS, Section 7 (j) of R. A No. 8981, known as the PRC Modernization Act of 2000, empowers the Commission, upon the recommendation of the concerned Professional Regulatory Board, to issue Special Temporary Permits (STPs) to foreign professionals who desire to practice a regulated profession in the Philippines;

WHEREAS, PRC Resolution No. 2012-668 provides for the documentary requirements in the issuance of the STP, including the payment of Three Thousand Pesos (P3,000.00) processing fee and Eight Thousand Pesos (P8,000.00) permit fee;

WHEREAS, by virtue of PRC Resolution No. 2012-673, foreign professionals on humanitarian mission in the Philippine are required to pay One Thousand Two Hundred Fifty Pesos (P1,250.00) only for the STP, in consideration of the nature of the professional services that they render;

WHEREAS, under the Korea-Philippines Teacher Exchange Programme, twenty (20) Korean teachers will be assigned to various schools in the Philippines to teach students in the elementary and secondary levels this year;

WHEREAS, these Korean teachers are not employees of the host Philippine schools and therefore, will not receive any salary from the latter for their services;

WHEREAS, Department of Education Undersecretary Mario A. Deriquito requested for a waiver by the Commission of the STP fees for the Korean teachers covered by the Programme, as stated in his letter of June 23, 2014;

WHEREAS, upon deliberation, the Commission has determined that the nature and circumstances under which the services of the Korean teachers are to be performed are similar to those of the foreign professionals on humanitarian mission in the Philippines.

NOW THEREFORE, in view of the above considerations, the Commission has RESOLVED, as it is so RESOLVES, to prescribe the fee of One Thousand Two Hundred Fifty Pesos (P1,250.00) for each STP issued to the Korean teachers, similar to the STP fee of foreign professionals on humanitarian mission in the Philippines.

RESOLVED FURTHER, that the Commission reserves the right to prescribe and adjust fees for the issuance of the STP to the covered Korean teachers as may be necessary and appropriate under the premises.

This Resolution shall take effect immediately upon its publication in the Official Gazette or in any newspaper of general circulation in the country.

Let a copy hereof be furnished the different offices/units in the Commission for information.
