[ MMDA RESOLUTION NO. 13-11, March 22, 2013 ]

AUTHORIZING THE MMDA TO ESTABLISH THE METRO MANILA DEVELOPMENT AUTHORITY INSTITUTE OF TRAFFIC MANAGEMENT



WHEREAS, RA 7924 empowers the Metropolitan Manila Development Authority (MMDA) to administer and implement traffic enforcement operations, traffic engineering and traffic education programs in Metro Manila;

WHEREAS, the competency of traffic personnel determines the time required to respond to and address road challenges such as road accident and emergencies and even traffic congestion.

WHEREAS, it is vital to upgrade the knowledge and competencies not only of all traffic management personnel but of the public as well;

WHEREAS, it is imperative to set higher standards in traffic management education and training through an establishment of a premier educational institution for training, human resource development and continuing education of all traffic management personnel, traffic law enforcers and traffic accident investigators, of national government agencies and local government units;

WHEREAS, the Metro Manila in session duly assembled, after due deliberation recognizes the need to establish the Metro Manila Development Authority Institute of Traffic Management.

NOW, THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of RA 7924, that the Council hereby authorizes the MMDA to establish the Metro Manila Development Authority Institute of Traffic Management which shall, among others:

  1. Have the authority to grant diplomas and certificates of training competency to non-government personnel involved in traffic management, traffic law enforcement, and traffic accident investigations;
  2. Have the authority to grant certificates and diplomas to public and private personnel who have successfully completed training programs and courses;
  3. Provide comprehensive education and training in all areas of traffic management, including road safety, road emergency response, and environmental protection, anchored on the values and culture of honesty, professionalism, and responsiveness;
  4. Undertake research in support of its education and training mandate, covering both policy and operational aspects of traffic management, enforcement, and investigation;
  5. Develop education curricula, training modules, and program of instructions necessary to carry out its mandate and; to support national and local efforts to improve products and people mobility, road safety, and environmental protection;
  6. Undertake simulation exercises to improve road emergency response, to facilitate traffic flow and save lives;
  7. Develop special training programs to cater the needs of other entities and institutions;
  8. Conduct studies to evaluate the effectiveness of legislations, policies, and programs related to traffic management and other related fields of study; and
  9. Charge fees for its training and publications. All income derived from the conduct of education and training program shall be used exclusively by the Institute.

RESOLVED FURTHER, to authorize the MMDA Chairman to issue the necessary rules and regulations to implement this resolution.
