(NAR) VOL. 24 NO. 2 / APRIL - JUNE 2013

[ MMDA RESOLUTION NO. 13-13, March 22, 2013 ]

URGING THE LOCAL GOVERNMENT UNITS TO PASS ORDINANCES TO IMPLEMENT PROGRAMS THAT WILL PROMOTE PEDESTRIAN SAFETY IN THEIR LOCALITIES



WHEREAS, pedestrians are constantly at risk of death, injury and disability on the road, and constitute one fourth of the 1.3 million annual global road deaths of which are mostly children and elderly from low-and-middle income countries;

WHEREAS, in the Philippines, 8% of the most common victims of road crash, on the average, are pedestrians;

WHEREAS, the number of pedestrian victims due to road crashes in the country have been rising by an average of 7% per year;

WHEREAS, the Council in session duly assembled, urges the Local Government Units to pass and implement programs that will promote safety of pedestrians in their localities, such as but not limited to:

  1. Putting up/and/or repainting faded crosswalks, footpaths or pedestrian lanes;
  2. Stationing Traffic Enforcers in school areas and other public places to maintain traffic;
  3. Promoting the use of pedestrian flags in crossing the streets;
  4. Banning vendors in sidewalks intended for the use of pedestrians;
  5. Putting up “Slow Down” and other appropriate road signs around school areas and other public places; 6. Providing bike lanes when deemed appropriate.

NOW THEREFORE, be it resolved as it is hereby resolved pursuant to Sec. 6 of RA 7924, that the Council hereby urges the Local Government Units of Metro Manila to pass and implement programs that will promote safety of pedestrians in their localities.
