[ MMDA RESOLUTION NO. 13-14, March 22, 2013 ]

APPROVING THE ESTABLISHMENT OF THE SOUTH-WEST PROVINCIAL INTEGRATED TRANSPORT TERMINAL PROJECT OF THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY



WHEREAS, Executive Order No. 67, Series of 2012 otherwise known as “Providing for the Establishment of the Integrated Transport System (ITS)” was issued to provide effective interconnections between the different transport modes and services thereby ensuring efficient and seamless travel for the commuting public;

WHEREAS, the Regional Development Council – National Capital Region (RDC-NCR) has earlier supported a similar project of the Metropolitan Manila Development Authority (MMDA) through RDC-NCR Resolution No. 11-05, Series of 2011 otherwise known as “Fully Supporting the Establishment of Mega Manila Provincial Bus Axis System (MMPIBAS) of the Metropolitan Manila Development Authority”, as one of the solutions to the traffic congestion created by the burgeoning population in Metro Manila due to the migration from nearby provinces, high rise in private car ownership, rapid urbanization among others;

WHEREAS, to fast-track the accomplishment of EO 67, the Inter-Agency Committee created thereof subdivided the implementation in the establishment of the North and South ITS Terminals in Metro Manila as follows:

1) North ITS Terminal – to be implemented by the DOTC
2) South-East ITS Terminal – to be implemented by the DPWH
3) South-West ITS Terminal – to be implemented by the MMDA;

WHEREAS, the three (3) ITS terminals is set to be completed in 2015-2016;

WHEREAS, there is a necessity to have a temporary or transition bus terminal until the completion of the permanent ITS terminals to address the pressing need to lessen the volume of vehicles in Metro Manila particularly in EDSA;

WHEREAS, MMDA proposes to establish a South-West Provincial Integrated Transport Terminal (“Temporary Terminal”) at a privately owned underutilized warehouse area in Uniwide Coastal mall to be used until the completion of the permanent ITS in 2015-2016;

WHEREAS, the proposed temporary terminal is located adjacent to the existing Bus Management Dispatching System (BMDS) terminal of MMDA for ease in transfer of passengers;

WHEREAS, the said temporary terminal will be equipped with necessary facilities and equipment for smooth operation such as berthing bays, entry and exit gates, staging and/or waiting area for the provincial buses, passengers’ and drivers’ waiting lounge, monitoring and/or control room, commercial stalls, among others;

WHEREAS, the MMDA will formulate the necessary systems, implementing rules, regulations, and policies for the efficient and effective operations and management of the temporary terminal including the appropriation of funds, collection of necessary charges, fees, and rentals to sustain the operations of the terminal;

WHEREAS, the Metro Manila Council has conducted the necessary review and evaluation of the proposed temporary terminal and found the same as an efficient infrastructure project, and one of the solutions to address the increasing traffic congestion leading to and from the South-West of Metro Manila thereby providing a safe and convenient movement of persons and goods;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, pursuant to Section 6 of Republic Act No. 7924, the Council in session duly assembled, hereby approves the establishment of the South-West Provincial Integrated Transport Terminal to be implemented by MMDA.

This Resolution shall take effect upon approval.
