[ MMDA MEMORANDUM CIRCULAR NO. 06, S. 2013, April 05, 2013 ]

GUIDELINES IN THE IMPLEMENTATION OF THE UVVRP FOR NEW VEHICLES WITHOUT LICENSE PLATES BUT WITH CONDUCTION STICKERS



Whereas, the MMDA has been implementing the Unified Vehicle Volume Reduction Program or the number coding scheme in Metro Manila under MMDA Regulation No. 96-005 and its implementing guidelines; Whereas, there is a temporary unavailability of LTO license plates for new vehicles;

Whereas, there were 53,140 cars, 55,218 UV, 30,713 SUV, and 1,333 buses which were newly registered for the year 2012 in the National Capital Region (NCR) alone;

Whereas, in addition to the number of newly registered vehicles in the NCR last year, there are brand new vehicles being registered in the NCR monthly this year and other new vehicles registered in the nearby regions that are using streets in Metro Manila;

Whereas, because of the absence of license plates, these brand new vehicles are not being apprehended for violation of the UVVRP;

Whereas, there is a need to reiterate the guidelines in so far as vehicles that are installed only with conductions stickers issued by the Land Transportation Office (LTO) is concerned;

Whereas, under Memorandum Circular No. 03, Series of 2011 dated January 20, 2011, “license plates include Vanity License Plates (VLP) and the Optional Motor Vehicle Special Plates (OMVSP) issued by the Land Transportation Office (LTO) and, for the purpose of the implementation of the UVVRP, the last numerical digit of the same shall determine the day the vehicle is covered by the UVVRP. Without prejudice to applicable LTO rules on the Matter, the last digit of the unexpired and valid conduction stickers issued by the LTO to newly acquired vehicles shall be considered in the implementation of the UVVRP”;

Now therefore, the following guidelines are hereby issued to govern the implementation of the UVVRP for new vehicles without license plates but with conduction stickers:

  1. Without prejudice to the apprehension for other traffic law violations, new vehicles which are still without any LTO license plates installed shall be covered by the UVVRP using the last numerical digit of the conduction sticker to determine the day when the subject vehicle is banned.
  2. Owners of brand new vehicles shall not detach the conduction sticker from the vehicle prior to the issuance of LTO license plates.
  3. For the purpose of an efficient and effective implementation of the UVVRP, owners and dealers of brand new vehicles shall be required to display the conduction sticker number prominently on the spaces allotted for regular license plates in front and at the rear of the vehicle. The same shall be immediately replaced with the regular LTO plates once issued.
  4. Upon the installation of the LTO issued license plates, the subject vehicle shall be covered by the UVVRP using the last numerical digit of the license plate.
  5. LTO Memorandum Circular No. VPT-2012-1640 dated March 30, 2012 shall continue to be implemented. The said Circular provided that vehicles without license plates shall not be apprehended as long as the owner or the driver can present documents showing that the subject vehicle has already been registered with the LTO.
  6. This circular is only for the purpose of the implementation of the UVVRP and shall not supplant any law, rules and regulations governing vehicle registration and license plate issuance.
  7. For any violation of MMDA regulation No. 96-005 and these guidelines, a fine of Three Hundred Pesos (P300.00) shall be imposed.
  8. All previous circulars inconsistent with the foregoing are hereby modified, amended or repealed accordingly.
  9. If any part of this circular is declared to be unconstitutional and invalid by a competent court, the other portions not affected shall continue to be in full force and effect.
  10. This Circular shall take effect fifteen (15) days after its publication.
