WHEREAS, per Administrative Order No. 31 issued on October 1, 2012 by the Office of the President, the Philippine Racing Commission (Philracom) has been authorized to increase the fees and charges it may impose;

WHEREAS, Philracom has been requested by the Department of Finance to comply with said Administrative Order No. 31;

WHEREAS, the Commission has not implemented any increase in the registration, license and other fees since the year 2000 or for more than twelve (12) years already;

WHEREAS, Philracom in compliance with the directive issued by the Department of Finance has rationalized/increased the rates of fees and charges including the DNA Testing to be paid by the licensees and registrants of Philracom effective 15 March 2013;

WHEREAS, the Board believes that by increasing the fee for DNA testing at this time is prejudicial to the horse owners, since Philracom is now using hair samples for DNA testing in lieu of Blood typing which is quite expensive. DNA testing package is not as expensive as Blood testing and its cost has become very minimal.

NOW THEREFORE, RESOLVED, as it hereby, RESOLVED that the present fee of Four Thousand Pesos (P4,000.00) be reverted to Two Thousand Nine Hundred Pesos (P2,900.00).

RESOLVED FINALLY, that this resolution/rule shall be effective immediately.
