IMPLEMENTATION OF THE POEA-BI 'ONE-STOP OEC VALIDATION SYSTEM' FOR DEPARTING SEAFARERS AT NAIA TERMINALS 2 AND 4

Further to Memorandum Circular No. 02, Series of 2014, the ‘One-Stop Overseas Employment Certificate (OEC) Validation System’ which has been adopted and operational at NAIA Terminal 3 since 05 March 2014 shall also be implemented at NAIA Terminals 2 and 4 effective 04 May 2015.

Accordingly, the “drop box” data collection system under POEA Memorandum Circular No. 1 and Advisory No. 18, both Series of 2012, shall no longer apply for seafarers exiting at terminals 2 and 4. Processing of Overseas Employment Certificate (OEC) at the LAC during weekends is likewise lifted at said terminals.

Subsequent advisory shall be issued for the eventual application of the ‘One- Stop OEC Validation System’ at NAIA Terminal 1 and other exit points. In the meantime, all manning agencies shall continue to use the POEA drop box system in reporting the departure of their deployed seafarer exiting through said terminals until further notice.
