SUBMISSION OF PRACTICAL ASSESSMENT CERTIFICATE FOR SHIP SIMULATOR BRIDGE TEAMWORK (SSBT) AND ENGINE ROOM SIMULATOR (ERS) TRAINING COURSES IN THE RECOGNIZED MARINA ACCREDITED MARITIME TRAINING INSTITUTION

I. AUTHORITY
This is in compliance with the requirement of Section 10 (c), Article IV of Republic Act No. 8544, Otherwise known as the “PHILIPPINE MARINE OFFICERS ACT OF 1998”, and Resolution Nos. 169 and 170, 142 and 143, for the Board of Marine Deck Officer and Board of Marine Engineer Officers, respectively.
II. OBJECTIVE
To ensure that from the point of view of safety of life and property at sea and the protection of the marine environment, Marine Deck and Marine Engineer Officers are qualified and competent to safely carry out the tasks associated with the performance of the function of their positions on board seagoing ships.
III. PURPOSE
This Memorandum Circular is issued to provide guidelines in the submission of SSBT and ERS Practical Assessment Certificates as requirement for licensure examination and upgrading of Certificate of Registration/Professional License from Chief Mate to Master Mariner and from Second Engineer Officer to Chief Engineer Officer.
IV. SCOPE/COVERAGE
Those who passed the Marine Deck and Marine Engineer Officers (Written and WES) Licensure Examinations and for the upgrading of Certificate of Registration/Professional License from Chief Mate to Master Mariner and from Second Engineer Officer to Chief Engineer Officer.
V. POLICY
The Boards of Marine Deck and Marine Engineer Officers, in order to avoid any conflict of interest, concerned Marine Deck Officers and Marine Engineer Officers applying for registration, shall submit the Practical Assessment Certificate for SSBT/ERS from a recognized MARINA Accredited Maritime Training Institution (MTI), other than the recognized MARINA Accredited MTI where he took his SSBT/ERS training course, effective September 19, 2014. However, SSBT/ERS with Practical Assessment taken from the same MTI’s from September 8 to 12, 2014 shall still be accepted.
VI. REPEALING CLAUSE
Any issuance inconsistent with any of the provision of this Memorandum Circular is hereby repealed or modified accordingly.
VII. EFFECTIVITY
This Memorandum Circular shall take effect immediately.
Let a copy of this Memorandum Circular be furnished the U.P. Law Center and published in the Official Gazette or in a newspaper of nationwide circulation.
