AN ORDINANCE INCREASING BY ONE PESO (PHP. 1.00) THE PRICE OF EACH MOVIE TICKET ISSUED OR SOLD IN CINEMAS IN THE CITY OF MANILA FROM AUGUST 15 TO DECEMBER 31, 2015. THE PROCEEDS REALIZED FROM SUCH INCREASE TO BE DONATED TO PSORIASIS PHILIPPINES, SUBJECT TO ALL APPLICABLE AUDITING RULES AND PROCEDURES

WHEREAS, psoriasis is a serious, non-communicable, genetic disease that impose severe physical, psychological, social and economic burdens on 1.9 million Filipinos and over 125 million people worldwide;
WHEREAS, Psoriasis Philippines is a charitable, non-profit organization dedicated to raising awareness of psoriasis and giving people afflicted with this disease the attention and consideration they need.
WHEREAS, Psoriasis Philippines relies only on the contributions of its members and donations frm the public in pursuing its various programs for the benefit of Filipinos with psoriasis: NOW, THEREFORE,
Be it ordained by the City Council of Manila, in session assembled, THAT:
SECTION 1. The price of each movie ticket issued or sold from August 15 to December 31, 2015 in all cinemas in the City of Manila shall be increased by One Peso (PhP. 1.00), for the exclusive benefit of Psoriasis Philippines
SEC. 2. Owners and operators of cinemas in the City of Manila shall remit, on or before the 15th day of the month, all the proceeds realized from such increase during the previous month.
SEC. 3. Psoriasis Philippines shall, in accordance with applicable auditing rules and procedures, render a report and accounting to the City Government of Manila of all the sums remitted under this Ordinance.
SEC. 4. A copy of this Ordinance shall be furnished to all cinema owners and operators in the City of Manila, the Office of the Mayor, the Office of the City Accountant and the local office of the Commission on Audit for their information and guidance.
SEC. 5. Effectivity Clause. – This Ordinance shall take effect upon its approval.
This Ordinance was finally enacted by the City Council of Manila on August 13, 2015.

This is to certify that the CITY ORDINANCE NO. 8402, "AN ORDINANCE INCREASING BY ONE PESO (PHP. 1.00) THE PRICE OF EACH MOVIE TICKET ISSUED OR SOLD IN CINEMAS IN THE CITY OF MANILA FROM AUGUST 15 TO DECEMBER 31, 2015. THE PROCEEDS REALIZED FROM SUCH INCREASE TO BE DONATED TO PSORIASIS PHILIPPINES, SUBJECT TO ALL APPLICABLE AUDITING RULES AND PROCEDURES," was enacted by the City Council of Manila during its regular session on August 13, 2015. The same was forwarded to the Office of the Honorable Mayor on August 20, 2015.
Considering that more than ten (10) days had lapsed, without any communicationa that the ordinance was approved or vetoed by the Local Chief Executive, Ordinance no. 8402 shall be DEEMED APPROVED as if he signed it, pursuant to the Section 54 par. (b) of R.A. 7160, otherwise known as the Local Government Code of 1991.
