AN ORDINANCE GRANTING MONTHLY ALLOWANCE TO ALL PUBLIC SCHOOL TEACHERS AND ALL REGULAR NON-TEACHING PERSONNEL OF THE DIVISION OF CITY SCHOOLS IN THE CITY OF MANILA AND APPROPRIATING THE NECESSARY FUNDS THEREFOR

PREAMBLE
WHEREAS, the City of Manila acknowledges that the public school teachers and other non-teaching personnel of the City of Manila are in the forefront of the education of its youth towards a better future;
WHEREAS, the public school teachers and regular non-teaching personnel of the Division of City Schools of Manila, deserve priority in the allocation of the resources of the city, pursuant to Section 458 (xi), R.A. 7160, otherwise known as the Local Government Code of 1991: NOW THEREFORE,
Be it ordained by the City Council of Manila, in session assembled, THAT:
SECTION 1. All public school teachers and regular non-teaching personnel of the Division of City Schools of Manila shall be entitled to Two Thousand Pesos (PhP. 2,000.00), monthly allowance.
SEC. 2. The amount necessary for the grant of monthly allowance under Section 1 hereof shall be appropriated from sources in the General Fund not otherwise appropriated and certified as available by the City Treasurer.
SEC. 3. The City Mayor may declare additional special allowance on any given year not to exceed One Thousand Pesos (PhP. 1,000.00) per month to the said teachers or regular non-teaching personnel, or both, subject to the approval of the City Council and existing budgetary rules and regulations.
SEC. 4. Repealing Clause. – All ordinances, rules and regulations or portions thereof which are contrary to the provisions of this Ordinance or portions hereof are hereby deemed repealed or modified accordingly.
SEC. 4. Effectivity Clause. – This Ordinance shall take effect upon its approval.
This Ordinance was finally enacted by the City Council of Manila on November 3, 2015.
